420 Governance fees

On-chain proposal, ballot, queue and execution transactions pay ordinary network gas in native $420 where the caller submits a transaction.

Governance approval is not itself a payment. Treasury/Vault movement triggered by an approved action remains subject to those protocols' own budgets, capabilities, timing and custody rules.
