420 Governance permissions

Voting authority comes from the proposal's frozen electorate snapshot, not from Wallet connection, current balance or Stake420 collateral.

Proposal creation, rule/source administration, queueing and execution require the explicit authority defined by the Civic/Governance contracts. A passed proposal does not itself grant arbitrary Wallet or Treasury custody authority.
