420 Stake permissions

Read-only validator inspection requires no spending authority. Validator registration, collateral changes, exit requests or withdrawals use the explicit account/validator authorization required by the canonical contracts.

Wallet connection alone does not make an address a validator. Stake state does not grant Governance voting weight outside the separate Civic electorate rules.
